BACKGROUND
T
he Executive Committee of the Board of Royal Alcázar and
the Council Hall, during the meeting held on February 19th
2007, approved the beses of the file, with the support of the
Servicio de Planeamiento de la Gerencia Municipal de Ur-
banismo, for drafting the Special Plan for Protection of Sector 6: “The
Royal Alcázar” of the HIstoric Complex of Seville.
This Special Plan was awarded in the meeting of the Executive
Committee, held on October 10th 2007, to the team of architects
Rafael Bermudo Borrego and Vicente Llanos Siso, and supported
the archaeologist Dr. Miguel Angel Rodriguez Tabales.
The file showed, among other issues, that the Plan should consider
the following aspects:
Historical Research to enrich the knowledge of this sector with re-
gard to the rest of the city.
Archaeological research identifying the different areas, the potential his-
torical paths, the limits of the various cities, the evolution of the walls,
monuments, historic garden, etc.
• Establishment of measures for the protection of the existing
landscape values: the views, facades and urban profiles.
• Protection and enhancement of urban spaces, buildings and
other
• significant elements through a rigorous cataloguing, to en-
sure the maintenance of traditional structures and typologies ,
determining their architectural ability to take on new uses and
transformation capacity.
• Definition of the grounds of the Royal Palace, with the exact iden-
tification of the farms affected by the delimitation of the BIC, with
the determination of the conditions under which both the good and
the environment.
• Maintenance of the general characteristics of the urban area, align-
ments and plots and building typologies.
• Establish the conditions that new constructions must submit
and replacement of not cataloged buildings in order to achieve
the environmental and morphological integration in the histori-
cal whole.
• Special attention to the recovery and proper treatment of the
existing open spaces (streets, squares,… ) or with possibilities for
improvement through its reorganization.
• In order to the effectiveness of the Special Plan, channels of
coordination should be established with those authorities with
responsibility for the Complex, encouraging possible agreements
to order public investment according to the objectives of the
Plan.
